Residential Master Planning and LEP Amendment Project

Mid-Western Regional Council is progressing a Residential Master Planning and Local Environmental Plan (LEP) Amendment Project to help shape the next stage of housing growth in Mudgee and Gulgong.

This project builds on the Mid-Western Region Housing Strategy 2025 and will narrow down identified growth areas to the three most suitable sites for detailed master planning. The chosen sites will undergo a strategic planning process that considers:

  • Land use and neighbourhood design
  • Transport and connectivity
  • Open space and environmental considerations
  • Subdivision layouts, housing choice, and lot yields

To provide context, Council has released maps of the identified growth areas in Mudgee and Gulgong extracted from the Housing Strategy. These maps highlight the areas under consideration, noting that further detailed analysis of environmental constraints will be undertaken.

The master planning process will guide potential amendments to the Mid-Western Regional LEP 2012, ensuring future housing development is well planned, sustainable, and responsive to community needs.

The project is supported by NSW Government funding, and Council has engaged specialist planning consultants to assist. Draft master plans for the selected sites are expected by mid-2026, with ongoing opportunities for landowner and community input throughout the process.

Is Council rezoning this land on behalf of landowners?

No, Council is not proposing to rezone land as part of this project.

Is this compulsory acquisition? What is compulsory acquisition?

No, this is not a compulsory acquisition

Compulsory acquisition is when a government authority has the legal power to acquire privately owned land without the owner’s consent if the land is needed for a public purpose. This is not something that will occur as part of this project.

Will I have a chance to talk to Council and/or their consultants about this?

Yes, targeted engagement will be undertaken at a later date.

If I don’t engage in this process will my land still retain future development opportunities?

Yes. Your site will remain identified under the Mid-Western Region Housing Strategy even if you choose not to engage in this process.

Are their costs with being involved in this project?

No.

Could my site still be included in this master planning project even if I don’t want it to be?

Yes. Your site may form part of a broader growth area which is selected for master planning based on our opportunities and constraints framework.

However, being included in a master plan does not mean your land must be developed – it simply means it is considered in the long-term strategic planning framework.
