Council's Endorsed Strategic Land Use Planning Documents

Strategic land use planning is the process of planning for future development within the Mid-Western Region. Council identifies and assesses future land uses to meet growth and demand for housing, jobs and services.

Comprehensive Land Use Strategy

The Mid-Western Comprehensive Land Use Strategy sets out the long-term land use vision for the Mid-Western Regional local government area, providing the background, analysis and policy framework to guide sustainable urban and rural growth over the next 25 years. It identifies opportunities and constraints through spatial ;mapping, informing future land use zoning. Various chapters of the Comprehensive Land Use Strategy have been superseded by more up to date Strategies including the Employment Lands Strategy or the Housing Strategy, however the Comprehensive Land Use Strategy still remains Council's highest level land use strategic document.

Housing Strategy

The Mid-Western Region Housing Strategy sets a vision to 2041 for meeting the region's growing housing needs by addressing supply, accessibility, affordability, and livability during a period of significant social, economic, and environmental change. It responds to pressures from the Renewable Energy Zone, the decline of coal, rising housing costs and climate impacts, outlining the need for diverse, resilient housing supported by essential infrastructure and services.

Employment Lands Strategy (Industrial) 2024

The Mid-Western Employment Lands Strategy sets a framework to guide future industrial land supply, ensuring sufficient and suitably located sites meet the expected demand in the coming years. The strategy identified around 141 hectares of short, medium, and long term supply, focusing on flexibility of lot sizes and locations near Mudgee and Gulgong.

Mudgee and Gulgong Urban Release Strategy 2023 Update

The Mudgee and Gulgong Urban Release Strategy 2023 provides an updated assessment of housing supply and demand to 2041. The strategy highlights the impact of population growth, State Significant Development, and worker influx on the housing needs of the community. The strategy sets a framework for the staged release of land to ensure supply keeps pace with demand.

2025 update: the findings of the Urban Release Strategy form a foundation for the Mid-Western Region Housing Strategy, which addresses the land supply shortages and considerations identified by the Urban Release Strategy and sets out a plan to respond to the diverse housing needs of the population. The Housing Strategy builds upon and aligns with the findings from the Urban Release Strategy.

Retail study

The study is a comprehensive review of retail and commercial requirements for Council, building on the outcomes of the Mudgee Retail Study undertaken in 2000.
