Planning Proposal (PP-2025-2550) Reclassification of Public Land & Schedule 2 Amendment
Planning Proposal PP-2025-2550 is currently on public exhibition for a minimum of 30 working days, commencing Monday, 28 September 2026.
Planning Proposal Overview
A Planning Proposal is a formal document used to request a change to the planning rules applicable to certain land. Council has prepared a Planning Proposal to amend Schedule 4 – Part 1 of the Mid-Western Regional Local Environmental Plan 2012 to reclassify Council-owned land from Community to Operational land. Community land is generally held for public use, while operational land is held to support Council's functions and may be managed by Council. This is an administrative process, as the land would ordinarily have been classified when it was acquired by Council, but this process did not occur.
The intended outcome is to allow for the use of land for operational purposes. A full list of sites proposed to be reclassified is provided in Attachment 1.
In addition to the above, the Planning Proposal includes an amendment to Schedule 2 which allows Council owned rural roads to be closed without needing to meet the minimum lot size requirements for subdivision. This is a general amendment that does not specifically affect private property.
Public Exhibition
The Planning Proposal will be on public exhibition from Monday, 28 September 2026 until Friday, 13 November 2026 for a period of 30 working days.

Making a Submission
Council welcomes written and emailed submissions addressed to the General Manager. Submissions will be received up until 4.30pm on Friday, 13 November 2026. Submissions must clearly reference the planning proposal number – PP-2025-2550 and outline any matters you would like Council to consider, relevant to the Planning Proposal.
Next Steps – Public Hearing
Council must hold a public hearing when reclassifying public land from community to operational land. A public hearing gives the community an opportunity to expand on written submissions and discuss issues with an independent person in a public forum.
Following the exhibition period, Council is required to give at least 21 days public notice before the public hearing. This will allow the person chairing the hearing sufficient time to consider written submissions and all issues raised. Details regarding the date, time and location of the public hearing are yet to be determined. When this is determined, it will be published on our website.
After the public hearing, the chair of the public hearing will prepare a public hearing report. Council is required to make the public hearing report available to the public.
Following the receipt of the public hearing report, Staff will report the outcomes of the exhibition period and public hearing to Council.
