Preparing a Development Application
Once you have determined that you need to lodge a development application you will need to prepare the application and submit a completed development application form to Council for consideration. In preparing the application you need to complete the following steps;
Step 1: Ask about and review Council’s development guidelines applicable to the site or type of development and other approvals
Step 2: Prepare the necessary plans having regard to the policies and guidelines
Step 3: Prepare a Statement of Environmental Effects SEE - refer to the SEE Guide
Step 4: Complete a development application form
Step 5: Lodge the application, including supporting documents, Plans, Statement of Environmental Effects, BASIX Certificate where applicable and fees.

Lodging your DA
Applications and accompanying documents can be lodged in person or sent to us by mail or courier.
Don't forget to:
- Fill out the application requirements checklist
- Obtain the landowner's consent
- Pay the development application fees and long service levy.

Pre – Lodgement Meetings
Council’s Planning and Development Department offers a free pre-lodgement service whereby, people wishing to lodge a Development Application may meet with the relevant technical officers to discuss the proposed development.
The intent of a pre-lodgement meeting is to avoid delays in the processing of development applications due to incomplete or absent information. In this regard Council aims to identify potential issues with the type of development proposed and/or the particular site so that the specific matters may be addressed in the final application. Where possible, Council officers will suggest alternative and acceptable solutions for the applicant to consider prior to lodging the full application.
Any application submitted to Council for consideration is subject to the full rigor of an assessment in accordance with the relevant provision of the Environmental Planning and Assessment Act, 1979 and advice given during a pre-lodgement meeting can not be taken as inferring a reasonable expectation as to the outcome of the assessment process. Council is however, enthusiastic and committed to providing quality advice to all potential applicants in the Mid-Western and you are encouraged to discuss your proposal big or small with the Planning and Development Team.
