Construction certificates

Once you have obtained approval for your proposal itis often the case that before you can start work you will need to obtain a Construction Certificate. All new building work inculding; new buildings, changes in the classification of a building, new dwellings, alterations and ancillary structures such as swimming pools, garages, carports and fences usually require a Construction Certificate.

A Construction Certificate is certification issued by your Principle Certifying Authoirty (PCA) and guarantee that the plans comply with the Building Code of Australia and the Development Consent.

You must obtain a Construction Certificate and appoint a Principle Certifying Authoirty prior to commencing work.

Once you have started work it is no longer possible to obtain a Construction Certificate and you may have issues later on getting permission to use or occupy the finished work.

The Principle Certifying Authority (PCA) is the person or company who will carry out the necessary inspection of the building work. Depending on the type of work you are doing there are various mandatory inspections set out in the legislation that can not be missed. The PCA can be either Council or a suitably qualified accredited certifier.

Note: Only the owner of the land to which an approval applies or the applicant listed on the approval may appoint the PCA.

Once your construction is complete and you have had all the mandatory inspections carried out the PCA will issue an Occupation Certificate. The Occupation Certificate certifies that the building work has been carried out in accordance with the Building Code of Australia and is suitable for occupation.

Remember to check your conditions of consent for items that must be satisfied prior to the release of the Construction Certificate.

Often approvals will include certain matters such as paying the developer contributions or submitting drainage plans that must be satisfied prior to the release of the construction certificate or the commencement of works. In order to avoid delays in the construction be sure to check that you have satisfied all of the requirements before proceeding.
